Guidelines on issuance of e-Pattadar Pass Book

A Detailed procedure on Issuance of e-Pattadar Pass Book is given in User Manual on the home page page of webland site to enable the Tahsildars to follow the prescribed procedure to issue e-passbooks from user manual without problem. In view of guidelines to be followed on issuance of e-passbooks is prepared and here are provided necessary instructions.

I. Types of Services:
The following services are available in issuance of e-pattadar passbooks:
1. e-passbook replacement: This Service facilitates the citizen to apply for replacement of old Pattadar Passbook.
2. e-passbook duplicate: This Service facilitates the citizen to apply for Duplicate of Pattadar Passbook in case of lost or spoiled.
3. Mutation+ e-passbook: This Service facilitates the citizen to apply for e-Pattadar Passbook followed mutation and also for applying for new passbook.

II. Process to be followed for issuance of e- Passbooks in Webland:
1. The step by step procedure for issuing an e-ppb is given in detail in the form of presentation which is available for all Tahsildar’s on the home page of Webland site.

III. Tahsildar has to follow the following steps before going for approval of PPB:
  1. For approving/ rejecting an e-passbook, Tahsildar has to go to the PPB Dashboard then should click on the “All the MeeSeva Mutation PPB Pending Requests for Accept/Reject” Screen, where he can see all the Mutation ID’s which are pending for approval.
  2. Tahsildar has to download and verify the documents submitted at Meeseva Kiosk operator with below mentioned one to four documents (screens).
  3. Tahsildar has to verify the pattadar details after clicking on “View Pahani”.
  4. Tahsildar has to verify Khata Number particulars after clicking on “View ROR”.
  5. Tahsildar has to verify Photo and other details (first page of e-ppb) of the pattadar after clicking on “PPB Holder Details”.
  6. Tahsildar has to check all the details to be printed in e-ppb by clicking on “PPB Land Details”.
  7. After verifying thoroughly Tahsildar approves the request and signs digitally.
  8. After the approval of Tahsildar, the passbook will be available for printing and dispatching.
  9. Printed e-Pattadar Passbooks will be delivered to Tahsildar Offices for verification and for VRO signature.
  10. After verification by Tahsildar the passbooks will be given to the applicant.
  11. Tahsildar should approve the e-Passbook request only after surrender of previously issued Pattadar Passbook by entering all PPB Numbers in Webland.

IV. In case of errors noticed in issuance of e-passbooks before printing as received from printer:
1. Errors in photographs
2. Errors in Signatures

  1. Printer gets the data from Meeseva, if any errors found in photographs and signatures, he further pushes the data to Meeseva.
  2. Further, from Meeseva it goes to Webland, in the Webland (in PPB and Meeseva dashboard) a provision to upload photo and signature has been given, to enable the Tahsildar for making necessary corrections in uploading photo and signature. Kindly go through the Screenshots given below.

V. In case of errors noticed in issuance of e-passbooks after printing:
  1. Errors in photographs: It is the responsibility of Tahsildar to check pattadars photograph in PPB Dashboard with the ROR 1B (if it is Aadhaar Seeded).
  2. If it is not Aadhaar Seeded Tahsildar may verify with VRO/RI enquiry report before approving the e-passbook. It is mandatory for VRO/RI to collect pattadars photograph during the enquiry time.
  3. It is the responsibility of Tahsildar to verify Photo and Signatures of the pattadars with the options given in pattadar Dash board before approving the e-passbook. If Tahsildar approves without verifying Photographs and Signature and if errors found after receiving printed e-passbooks, in such cases, Tahsildar has to apply for replacement e-passbook service.

Government of India, Ministry of Human Resource Development, Department of School Education and Literacy has issued a letter to the Ministry of Social Justice & Empowerment, Department of Disability Affairs on CSS Scheme of Assistance to Disabled Persons under SSA Scheme

The undersigned is directed to refer to D.0 letter No. 4-2(47)(2014/DD-I dated 28th November, 2014 from Secretary, Ministry of Social Justice & Empowerment, Department of Disability Affairs addressed to Secretary, Department of School Education and Literacy on the above mentioned subject.

The Department of School Education and Literacy agrees with the following decisions:
  1. (i) Responsibility for issue of a joint disability certificate for availing benefits under ADIP-SSA will be that of a (a) Headmaster or Principal of the School, (b) Government Doctor Government Primary Health Centres (PHCs) or Community Health Centres (CI-ICs), (c) local SSA Authority and (d) representative of ALIMCO.
  2. (ii) In the case of less than 40% disability, CWSN can be issued aids and assistive devices based an the joint certification as at para above.

3. The above decisions are being communicated to all the State Governments/UTs for taking necessary action.

SSA Holding of camps under CSS of Assistance for disable persons

Holding of camps for Persons with Disability under the centrally Sponsored scheme of Assistance for disable persons: Ministry of Social Justice & Empowerment, Govt. of India has amended the existing rule of ADIP & ADIP-SSA scheme for providing aids & appliances to the beneficiaries and given the mandatory requirements for all the PWDs for getting aids & appliances free of cost under the above scheme which is enforced w.e.f. 1st April.2014. These are as under:

1. Income certificate
Income certificate issued from Revenue Agencies or BPL card or MENREGA card or Disability person card or Certificate by M.P./MLA/Councilor/Gram Pradhan failing which Notarized Affidavit in favor of ALIMCO.

2. Disability certificate
Disability certificate of 40% and above disability by competent authority or Disability Certificate issued by a single doctor even at the level of primary Health centre, community Health Centre and Hospitals at sub Divisional level.

3. Proof of address
Proof of address such as ration card/BPL card/ Voter ID card/ passport/ Driving License/ Property card/ Passbook of nationalized bank with photo ID/ PAN card/Freedom fighter’s identity card /Employee government ID card/ Weapon’s license/Pensioner’s card/ Employment card issued by employment guarantee Scheme (EGS) authorities/ Photo identity card issued by competent authority for schedule cast/tribes and other backward castes/ Photo identity card issued by competent authority for handicapped persons/ Post office saving pass book with photo ID/Aadhar card.

Employee's parents Health Card is not valid if they already have white ration cards: Aarogya Sri Trust has clearly clarified on 57 items of Employees Health Scheme. In this part on Monday, EHS Trust  CEO has issued orders on this scheme.  So, Employee's parents those who have been living separately and are held white ration cards and again applied for Health Cards, their Ration Cards and Aarogya Sri Card will be cancelled and also legal action will be taken on them.

Guidelines in the Aarogya Sri Trust Orders

  1. On the EHS the government has announced and given opportunity to 483 hospitals, in this Andhra Pradesh 279, Telangana 204
  2. For implement 1885 diseases 347 surgery on govt hospitals.
  3. Those who have crossed 40 years of age they can have Master Checkup facility for every year.
  4. Pensioners get health cards with the payment of Rs.37, the dependents of Rs. 15 as additional charges.
  5. Widows and divorcees  no need to submit any proof certificates for entering their names in EHS.
  6. There has facility for out patient in govt hospital special treatment from 2 PM to 4 PM.

Multipurpose Extension Officers (MPEO) Jobs
Agriculture And Cooperation Department in the reference second read above has stated that the Government has reviewed the Adarsha Rythu System and after taking into consideration the difficulties faced by the farming community due to failure of the Adarsha Rythus in providing the required Agriculture Extension, decided to abolish the Adarsha Rythus and to replace with well-organized agriculture extension network with qualified Multipurpose Extension System.

The Department has informed that necessary orders have been issued for abolition of Adarsha Rythu system vide reference first read above. With a view to establishing a multipurpose extension network the Agriculture and Cooperation Department has proposed to appoint 6,354 Multipurpose Extension Officers (MPEO) on contract basis to be deployed at the rate of one MPEO for every 1000 hectares of cultivable area. The Department has also proposed to form Rythu Mitra Groups concurrently, one Rythu Mitra Group for every 100 hectares

The Government after careful examination of the proposal of the A&C Department, hereby permit contracting the services of six thousand three hundred and fifty four (6354) Multipurpose Extension Officers. The placement of MPEOs shall be made in phased manner with 1/3rd of total MPEOs sanctioned during the current financial year 2014-15 and the remaining 1/3rd during first half of 2015 and the rest in second half of 2015.

The MPEOs shall be paid a consolidated honorarium of eight thousand rupees (Rs.8,000/-) per month. They are not entitled for any allowances.

The Agriculture and Cooperation Department shall take necessary action to ensure a transparent recruitment process duly following the rule of reservation and the provisions of the Presidential Order.

A&C Department shall issue necessary guidelines regarding the duties and responsibilities, qualifications, recruitment method, detailed procedure of the recruitment process, etc.

Instructions for Conduct of School Complex Meetings

As per proceedings of the State Project Director, SSA, Telangana State, Hyderabad Proc.Rc.No.32/SSA/T6/2014, dt. 28.11.2014, the State Project Director, SSA, Telangana State, Hyderabad, it is decided to conduct at least once in two months and shall conduct a total of Eight (8) School complex meetings per year. In this academic year one/two school complex meetings were already conducted in all the districts.  The SPD issued instructions for Conduct of School Complex meetings in all Districts of Telangana State. So, as per the instructions of the cluster level meetings are follow-up trainings of mandal level trainings which are conducted earlier.

Therefore, all the Districts of MEOs and School Complex Headmaster’s are requested to issue necessary instructions to all the under school teachers to attend school complex meetings from 17th to 20th December, 2014 without fail.

The agenda suggested for the Primary level teachers are :
A. Subject wise groups based on the training on which subject they underwent in the mandal level training.
1. Classes I and II – Telugu / Urdu
2. Classes I and II – Mathematics
3. Classes III to V – Mathematics

The Telangana State Government has issued a notification on 11-12-2014 to give scholarships to the SC students. The TS Govt. inviting applications for financial assistance to SC students who are looking to pursue studies abroad.

Rather than knowledge , willing power and hard work plays a key role in his level success A student achieving his goals in a proper environment and by fulfilling all his requirements by his/her parents is a great thing because here he struggles only for gaining knowledge by the help of his teachers and by referring lot of books.

But a student who belongs to scheduled caste and economically weak he have to struggle first to enter in to the college because his environment at home doesn't cooperate him to study and he could not spend money for this purpose,where now-a-days this education is very expensive.

To encourage such students those who are worthful and enthusiasm to study abroad courses like medicine, engineering, Pharmacy, pure sciences, humanities, social studies etc in USA, UK, Australia, Canada and Singapore, our Telangana government issued notification on Thursday inviting applications for financial assistance to SC students.

According to the notification,
Government will give Rs 10 lakh to students.
The courses are medicine, engineering, pharmacy, pure sciences, humanities, social studies etc in USA, UK, Australia, Canada & Singapore.

  1. Candidates should belong to SC community, be a native of Telagana state
  2. Family income should not exceed Rs 2 lakh per annum.
  3. Applicants should possess I class marks in graduation and PG for pursuing PG & PhD respectively.

How to Apply:
Students can apply through online mode on http/telangana. pass.egg.gov.in.
Last date to apply is December 17th, 2014

Upon registration, the candidates have to attend for selections with relevant documents at the office of SC development dept, Masab tank, on December 22nd in Hyderabad.

The registered students will be short listed for grant of scholarships by a state level selection committee headed by the principal secretary, SC development department.

The theory and practicum courses shall be assigned a weightage in the proportion determined by the affiliating body. It shall be in broad alignment with the National Curriculum Framework for Teacher Education, while contextualizing it for the state or region concerned. ICT, gender, yoga education, and disability/inclusive education shall form integral part of the D.E1.Ed. curriculum.

(a) Theory Courses
The theory courses shall comprise courses on perspectives in education, curriculum and pedagogic courses, and there shall also be optional courses in pedagogy. The theory courses shall include Foundations/Perspectives of Education in three broad rubrics, namely, Child Studies, Contemporary Studies, and Educational Studies. The theory courses shall also include language proficiency and communication, relevant field-based units of study including assignments and projects. The curriculum and pedagogy courses shall include courses in pedagogy for primary and upper primary curriculum areas.

Pedagogy courses in language, mathematics and environmental studies for the primary stage shall be compulsory; optional pedagogy courses in Social Science Education, Language Education, Mathematics Education, and Science Education shall be offered for teaching at the upper primary stage.

(b) Practicum
Field Engagement courses shall. be designed to give opportunities to acquire a repertoire of professional skills and capacities in craft, fine arts, work and education, creative drama and theatre in education, self-development, children's physical and emotional health, school health and education.

(c) School Internship
The D.E1.Ed. programme shall provide for sustained engagement with learners and the school, thereby creating a synergy with schools in the neighborhood throughout the two years. Students shall be equipped to cater to needs of diverse learners in schools. The programme shall include visits to innovative centres of pedagogy and learning, innovative schools, educational resource centres, teaching-learning centres. School Internship would include stipulations in the RTE on the duties of the teacher and community engagement. The School Internship programme shall have the following components:
A minimum of 20 weeks of internship in schools during the course of which 4 weeks would be dedicated to classroom observations etc. during the first year; second year of school internship will be for minimum period of 16 weeks in the elementary classes, including primary and upper primary.

(d) The institution shall have easy access to sufficient number of recognized elementary schools for field work and practice teaching related activities of student teachers. It is desirable that it has an attached primary/elementary school of its own. The institution shall furnish undertaking from the schools willing to provide facilities for practice teaching.

Programme Implementation  for D.Ed Course for 2015
Programme Implementation
The institution will have to meet the following specific demands of a professional programme of study:
(i) Prepare a calendar for all activities, including school internship. The school internship and other school contact programmes shall be synchronised with the academic calendar of the school.
(ii) Make an arrangement with at least ten schools indicating their willingness to allow the Internship as well as other school based activities of the programme. These schools shall form basic contact point for all practicum activities and related work during the course of the programme. The District/Block office of the State Education Department may allot schools to different TEIs.
(iii) Initiate discourse on education by periodically organising seminars, debates, lectures and discussion groups for students and faculty.
(iv) Organise academic enrichment programmes including interactions with faculty from parent disciplines; encourage faculty members to participate in academic pursuits and pursue research, especially in elementary schools. Provisions of leave shall be made for faculty to undertake research/teaching in Universities and schools.
(v) Adopt participatory teaching approach in the classroom to help students develop reflective thinking a" critical questioning skills. Students shall maintain continuing and comprehensive evaluation repot ,__, observation records and reflective journals, which provide opportunities for reflective thinking.
(vi) The optional pedagogy course for upper primary school teaching shall be selected by the student.
(vii) The development of resources for the school must be emphasized and a partnership between the Teacher Education Institution and the school must be fostered through both the curriculum and the running of the Teacher Education Institution.
(viii) There shall be mechanisms and provisions in the Institution for addressing complaints of students and faculty, and for grievance redressal.
(ix) For school internship, the TEIs and the participating schools shall set up a mutually agreed mechanism for mentoring, supervising, tracking and assessing the student teachers.

Assessment for D.Ed Course 2015
Assessment For each theory course, at least 20% to 30% marks may be assigned for continuous internal assessment and 70% to 80% for examination conducted by the examining body; and one-fourth of the total marks shall be allocated to evaluating the students' performance during the 16 weeks of school internship. The weightage for internal and external assessment shall be fixed by the affiliating body within the ranges specified above. Candidates must be internally assessed on the entire practicum course and not only on the project/field work given to them as part of their units of study. The basis for assessment and criteria used ought to be transparent for students to benefit maximally out of professional feedback. Students shall be given information about their grades/marks as part of professional feedback so that they get the opportunity to improve their performance. The bases of internal assessment may include individual or group assignments, observation records, diaries, reflective journal, etc.

Staff Pattern for D.Ed Colleges
Academic Faculty
For an intake of up to two basic units of 50 students each, the. faculty strength shall be 16. The Principal or HoD is included in the faculty. The distribution of faculty across subject areas may be as under:
1. Principal/HoD- One
2. Perspectives in Education/Foundations of Education- Three
3. Science- Two
4. Humanities &Social Sciences- Two
5. Mathematics- Two
6. Languages- Three
7. Fine Arts/Performing Arts- Two

If the students' strength for two years is one hundred only, the number of faculty shall be reduced to 8. The faculty in specialised areas and some of the pedagogic courses can be shared with the other teacher education programmes. Faculty can be utilized for teaching in a flexible manner so as to optimize academic expertise available.

(A) Principal HoD:
(i) Postgraduate degree in Science / Social Sciences /Arts/ Humanities with minimum 55 % marks, and M. Ed / M.A (Education) / M.EI., Ed with minimum 50 % marks.
(ii) Five years teaching experience in a Teacher Education Institution.
Desirable : Degree / Diploma in Educational Administration/ Educational Leadership.

(a) The institution shall establish Library-cum-Resource Centre wherein teachers and students have access to a variety of materials and resources to support and enhance the teaching-learning process. These should include:
(i) Books, journals and magazines,
(ii) Children's books,
(iii) Audio-visual equipment - TV, OHP, DVD Player,
(iv) Audio-visual aids, slides, films,
(v) Teaching aids - charts, pictures,
(vi) Developmental assessments check lists and measurement tools,
(vii) Photocopying machine.

(b) Equipment and Materials for different Activities
The equipment and materials should be suitable and sufficient in quantity and quality for the variety of activities planned in the programme. These include the following:
Educational kits, models, play materials, simple books on different topics (songs, games, activities. and worksheets), puppets, picture books, photographs, blow-ups, charts, maps, flash cards, handbooks, pictures, pictorial representations of developmental characteristics of children.

(c) Equipment, Tools, Raw Material for Teaching Aids, Play Material and Arts and Crafts Activities. One set of wood working tools, one set of gardeners tools, raw materials and equipment required for toy making, doll making, tailoring, dress designing, puppetry, material for preparation of charts, models; and other practical activities to be done by the student-teacher, art material, waste material, stationery (chart paper, mount board etc.), tools like scissors, scales etc., and cloth.

(d) Audio Visual Equipment
Hardware for projection and duplication and educational software facilities including TV, DVD Player, slide projector, slides, films, charts, pictures. Satellite ROT (Receive Only Terminal) and SIT (Satellite Interactive Terminal) would be desirable.

(e) Instruments
Simple musical instruments such as Harmonium, Tabla, Flute, Manjira and other indigenous instruments.

(f) Books, Journals and Magazines
Aminimum of one thousand books on relevant subjects should be available during the first year of establishment of the institution and one hundred standard books be added every year. The collection of books should include children's encyclopedias, dictionaries, reference books, books on professional education, teachers' handbooks, books on and for children (including comics, stories, picture books/albums, and poems) and the books/resources published and recommended by NCTE. The institution should subscribe to online resources, and the journals published by NCTE, and at least three other refreed journals in the field of Education.

(g) Games and Sports
Adequate games and sports equipment for common indoor and outdoor games should be available. 63 Other Amenities
(a) Functional and appropriate furniture in required number for instructional and other purposes.
(b) Separate common rooms for male and female teacher educators/students-teachers.
(c) Arrangement may be made for parking of vehicles.
(d) Safe drinking water be provided in the institution. (e) The institution's campus, building, facility etc should be disabled friendly. (f) There shall be games facilities with a playground. Alternatively, the playground available with the attached school or local body may be utilized exclusively for fixed periods. Where there is scarcity of space as in metropolitan towns/hilly regions, facilities for small court games, yoga and indoor games may be provided.(Note : If more than one courses in teacher education are run by the same institution in the same campus, the facilities of playground, multipurpose hall, library and laboratory (with proportionate addition of books and equipments) and instructional space can be shared.)

Managing Committee
The institution shall have a Managing Committee constituted as per the rules, if any, of the concerned State Government. In the absence of any such rule, the sponsoring society shall constitute the Managing Committee on its own. The Committee shall comprise representatives of the Managing Society/Trust/Company, Educationists, Primary/Elementary Education Experts and Staff Representatives.
